James Humphrey Jr. serves as President and CEO of Humphrey Company Ltd. James, son of company founder James Humphrey Sr., has been with Humphrey for more than 35 years. He has served on several industry boards including, Local Mechanical Contractors Association Board of Directors, Trustee for Plumbers Pension and H&W Trust Fund, Mechanical Contractors of America National Board Member, and the IAPMO National Board. He is directly responsible for design build projects and oversees all projects for the company. James received his Bachelor of Science in Mechanical Engineering from the University of Houston and is a licensed engineer. Other licenses include Master Plumbers License, Class A Air Conditioning License, Fire Protection License, and LPG License.
James Humphrey III

James Humphrey III has been with HCL for 25 years and has served as estimator and project manager in that time. He is responsible for project management, estimating, scheduling, budgeting, new project bids, pricing change proposals, buy outs and expediting equipment, and developing existing and new client relationships. James received his Bachelor of Business Administration in Finance and Master of Science in Construction Management from Texas A&M University. He also served as secretary for the Houston Area Plumbing Joint Apprenticeship committee. Additional education and licenses include licensed Journeyman Plumber and the MCAA project management course.
Chris Humphrey

Chris Humphrey has served as an HCL project manager and estimator and safety director for 15 years. As project manager he is responsible for project management, estimating, pricing new work and change proposals, scheduling, budgeting, buy outs and expediting equipment, and developing existing and new client relationships. Chris received his Bachelor of Science in Construction Science from Texas A&M University and is a member of the Houston Area Plumbing Joint Apprenticeship Committee. Additional education and licenses includes the MCAA project management course.
Kevin Daubendiek
PROJECT MANAGER

Kevin Daubendiek has served as an HCL project manager, estimator and safety director for almost three decades. As project manager he is responsible for project oversight, estimating, scheduling, budgeting, pricing new work and change proposals, buy outs and expediting equipment, and developing existing and new client relationships. As Safety Director Kevin oversees HCL’s safety program, ensures ongoing compliance, and investigates accidents. Kevin received his Bachelor of Science in Construction Science from Texas A&M University and is a member of the Mechanical Contractors Association of America National Labor Estimating Committee and the Association of General Contractors Houston Safety Committee. Additional education and licenses include, Quick Pen International – Piping Estimating, Medical Gas Certification, First Aid and CPR trained, Excavation Safety Competent, Confined Space Competent, Fall Protection Competent, TQM/QIT training, and the MCAA project management course.
Timothy Frank
PROJECT MANAGER

Timothy Frank has over 34 years of experience in the piping trade. He has spent 24 years with HCL, first as general foreman, a field superintendent, and now a Project Manager. He is responsible for planning, scheduling and supervising all field personnel, mentoring of field personnel, oversight of fabrication facility, and coordination, planning and estimating of service work. Timothy is a Journeyman Plumber, is Medical Gas certified and has a Class A UST On-Site Supervisor license. He is also a member of the National Fire Protection Association.
Mark Meloneck
DRAFTING MANAGER
Joined: 1995
As drafting manager Mark Meloneck oversees the drafting department for HCL. Additionally, Mark is responsible for coordinating drawings, attending meetings with general contractors, owners, and engineers; design build drawings, writing and maintaining RFI logs as required, and generating BOM for drawn jobs. He has spent over 20 years with HCL. Mark has an AAS in Computer Aided Drafting Technology, is proficient in AutoCad, Autodesk CADmep and Navisworks for plumbing design and QuickPen for plumbing and drafting coordination.
Chad Eckleberg

Chad Eckleberg has been with HCL for 14 years as a project manager and estimator. As project manager he is responsible for project oversight, estimating, scheduling, budgeting, pricing new work and change proposals, buy outs and expediting equipment, and developing existing and new client relationships. Chad received his Bachelor of Science in Animal Science from Texas A&M University. Additional education and licenses include, the MCAA project management course and the TCEQ Class A Site Supervisor license for Fuel Oil Construction.
Frank Higgins
FIELD SUPERINTENDENT

Field Superintendent Frank Higgins has over 35 years of experience in the piping trade. He has spent 17 years with HCL, first as general foreman, then as field superintendent. As field superintendent he is responsible for planning, scheduling and supervising all field personnel, mentoring of field personnel, oversight of fabrication facility; and coordination, planning and estimating of service work. Frank has a Masters Plumbing License with a Masters Medical Gas Endorsement and is a member of the American Society of Plumbing Engineers.
